I.        CALL TO ORDER

Vice Chairman, Judith Gallicchio, called the regular meeting to order at 7:35 p.m.

B.      Correspondence  

Town Planner Christine Nelson presented Minutes from the Architectural Review Board, Zoning Commission, Historic District Commission and the Inland Wetlands & Watercourses Commission.

                   Letter to Sal Aresco from the Redding Planning Commission

Sal Aresco agreed to be the delegate from Old Saybrook to the Redding Planning Commission to work with them on changing the legislation to count accessory apartments in towns as affordable housing.
              
B.      Committee, Representative &  Staff Reports

                      Richard Tietjen, CRERPA Representative, presented a preliminary copy of the  Natural Hazard Mitigation Plan.  

                Christine Nelson reported that she published a section of the Sidewalk Plan in                              Summer Old Saybrook Events.  She is working with the Board of Selectmen on                          the first node at the head of Main Street for the Gateway Plan and working with                                 Municipal Cemetery Committee on a landscaping plan.

                Petition to Amend Zoning Map (Central Business B-1 to Residence A                       District);
                Planned Residential Development – 15 units (3.67 ac.); and
                Municipal Improvement for Non-Exclusive Public Parking Easement

        As well as Attorney Royston, presenters for Village Centre Residences included Matt White, Civil Engineer, Jill Collette, Point One Architects, Ray Jefferson, Planning Consultant and Landscape Architect and Jerry Brophy and Tom Dronin from B.F., LLC.

        The presentation included rationale for why the Greenberg building and ajoining lot is most appropriate for a Planned Residential Development rather than business development or a single family residence.  The building’s historic character will be preserved and the four other three unit dwellings will be designed to blend with the architecture of the surrounding area, according to the plans shown to the Planning Committee.  The development plans also show 18% of the site as Open Space as well as the addition of 22 public parking spaces and pedestrian friendly access between the lot and Sheffield Street separate from the parking for the residents of the PRD.

MOTION To send a favorable opinion to the Zoning Commission regarding granting the Petition to Amend Zoning Map (Central Business B-1 to Residence A District) at 226 Main St. (Map 37/Lot 132) as consistent with the Plan of Conservation & Development:
ECONOMIC DEVELOPMENT  * Main Street Mixed-Uses Promotion.  Acknowledge the historic role and character of the Main Street area and reinforce its role by maintaining a balanced mix of commercial, institutional and residential uses.
TOWN CENTER – Policies * Continue to encourage a balance of commercial, civic and residential uses in the town center to maintain vitality and character
Municipal Improvements, Programs and Standards * Reuse/Renovation of Town Center.  Encourage reuse and appropriate renovation of existing buildings in keeping with the village character.
RESIDENTIAL DEVELOPMENT – Policies * Promote additional multi-family opportunities that do not require owner residence including limited apartment facilities, home conversions and non-ground floor apartments over Main Street businesses where soils can accommodate waste disposal.
* Continue to encourage creation of accessory apartments within larger single-family dwellings where single-family character and adequate parking and utilities and soil conditions permit..  MADE by S. Aresco, SECONDED by W. Voigt,  VOTED IN FAVOR:  J. Gallicchio, W. Voigt, R. Tietjen; S. Aresco OPPOSED: none; ABSTAINED:  none  APPROVED: 4-0-0.
